Bill Orton
The Honorable Bill Orton is a former Member of Congress who represented
the Third Congressional District of Utah from 1991 to 1997. While in the
United States House of Representatives, Bill served on the Banking,
Budget, Small Business, and the Foreign Affairs Committees.
Since retiring from Congress, Bill has returned to the practice of law.
His practice includes Congressional, Executive Branch and administrative
agency representation. In his most notable case Bill was one of the
lawyers representing the plaintiff in Idaho Potato Growers v Ruben, the
U.S. Supreme Court case that struck down the "Line-Item-Veto" as
unconstitutional. He is a member of the Utah Bar, District of Columbia
Bar, the Federal Bar for the Utah District, the Federal Bar for the
District of Columbia, the 10th Circuit Federal Court of Appeals, the
United States Tax Court Bar, the US Supreme Court Bar, and American Bar
Association and has served on various task forces for the ABA Tax Section.
He is also an appointed member of the ABA Standing Committee on the Law
Library of Congress.
Bill is also a member of the Washington, DC consulting group Advantage,
which is a team of former Members of the United States Congress that
specializes in assisting clients with government relations, politics, and
international relations. They are experts in developing and executing
bi-partisan legislative strategies and tactics, and provide information,
analysis and insight into current legislation as well as the direction of
government policy.
Prior to his election to the United States House of Representatives, Bill
was a tax attorney in Utah and Washington, DC. His legal practice was
limited to federal taxation issues. Bill is also a founder and charter
member of the American Inns of Court, an organization composed of over
20,000 members in 48 states and the District of Columbia, that examines
issues related to ethics and professional conduct in the field of law.
Each chapter, known as an Inn, has members ranging from law students to
lawyers and judges with varying degrees of legal experience. Currently,
there are more than 300 Inns throughout the United States, each dedicated
to enhancing ethics, professionalism and civility within the legal
profession.
A popular speaker at continuing education programs, Bill has taught
courses in 45 states to more than 15,000 attorneys and accounting
professionals. He has also served as an adjunct law professor and has
taught tax and accounting courses at several colleges and universities. He
is also a former Chairman for the Real Estate Tax Institute Advisory Board
in Washington, DC.
Bill holds a Bachelor of Science degree and a Juris Doctorate from Brigham
Young University. He is listed in "Who's Who in America", "Who's Who in
American Politics", and "Who's Who - Professionals". He also holds the
"AV" rating in Martindale-Hubble (listing of attorneys), which is the
highest possible peer review rating awarded only to the most competent and
respected lawyers.
Bill has been active in his church and community, serving in numerous lay
clergy positions and as chairman of his homeowners association. He enjoys
skiing, riding and training horses, and scuba diving. He is also a private
pilot and an award winning amateur photographer. Bill and his wife
Jacquelyn married in 1994 and have two sons, Will and Wes.
